You have to match wattage for wattage. Your solar fence charger is how many watts, you probably can use that to charge a battery of 6 volt. The leads of the battery has to go to an inverter, that changes 6 volt dc to 120 ac. Again your wattages has to match. If you don't have enough capacity in your solar panels to recharge your battery from what your bucket is using at night, the whole thing doesn't work

the amount of maintenance will depend on: where solar cell is sited, the power of the cell and type. Also the power of the battery and transformer consummation. so get the biggest power cell and batt you can afford, that will need the least maintenance

Here is link that might prove helpful. I know that there are countless solar water heaters for animals, and specifically horses. And no, connecting to a solar fence charger is not a good idea.
