as a rule of thumb, unless it is intentional *never* connect two devices that have a different voltage ratings but some devices can tolerate a range of voltages and then as long as the power source is within the range it should be ok. if you want to reduce the voltage of a DC power source, the easiest way is to use standard diodes in series, each diode will reduce the voltage by 0.7 volts.

The phone wirelessly connects to the base. The base needs to be on at all times. But if your phone set has satellite charging stations that aren't attached to a wired phone line, the charging stations do not have to be on. Your cordless phones will eventually run out of power, but you can swap them out on the base to charge.
