It shouldn't be using much electricity if a phone is not connected. I think you only loose a small amount that turns into heat (usually the chargers are warm), but that's not much.

I don't think so but interesting point... sort of like an iPod u say huh? I think it wold act more of an downloading effect like new hardware for uploading your photo's from your phone to the comp. instead of recognizing it as a charging device. Unsure though, I might try it and see.
