One thing you've got to consider with most any power source is the source impedance.

If you really load the circuit the voltage will drop considerably.

The 10W panel might produce 21V at no load but I bet it dropped way down to nearly zero when you connected it to the motor.

We Answered:

The best solution would be a combination of AA accumulator and solar cell. You can actually get AA size accumulator, that can be recharged during daytime by the solar cell and make the bulb light at night time. This can work for at least 2-2 and a half years. Normal AA accumulators (I for one use VARTA) are guaranteed for around 1000 charging-discharging cycles. One cycle roughly corresponds to one day and one night.
That would be somewhere around 8000-10.000 hours. As usually low voltage glow bulbs are guaranteed for around 2000-3000 hours you will probably have to change the bulb maybe 3 times before changing the battery!
Normal alkaline AA batteries will last around 1 week while AAA (smaller power) will only last a couple of days.

The question is current. You are probably drawing more current (and hence more power, since power = current * voltage) than the battery is rated for. To spread out the current, hook up a bunch of batteries IN PARALLEL. You might also want to set up a voltage divider so you aren't delivering more voltage to the motor than it is made for.
