It sounds like you are heating the solder, not the metal that you want to solder together. The solder is not sticking because the metal is cold. Hold the iron on the solar panel tab and the wire - let it get hot. Once it is hot enough, touch the solder to the wire, not the soldering iron. The solder should flow and bond after you remove the iron.

Also, make sure the tip of your iron is clean. Oxidation which typically forms on soldering irons greatly reduces the temperature. You can clean it while hot with a wet rag, or something abrasive, such as sand paper if you need to.

Prior to a solar cell entering its own conduction characterists as a diode, the available output current is proportional to insolation (solar irradiation) so if the cells are under-performing I'd first suspect low insolation levels.

Maximum output is obtained when the cells are directly illuminated from above, not at an angle.

I don't have your limitation but I have soldered one handed . Over 20 yr. Electronics manufacturing. Try getting some liquid flux. You could use something to hold the cells so they don't move. I often use the handles of my wire cutters. Apply a little flux and then you can get the solder on the tip and transfer to the work.

I believe so, not very efficient though. You could simply use low-cost LEDS. From what I've herd, they work pretty well as detectors.
