It should work, but will take quite a while (18 times longer than normal.... 900/50) The 4.5 voltage v.s. the 3.7 should not be a problem. If you put two panels in a parallel circuit it would make it 4.5v 100mA, , only 9 times longer, , , etc...Look for Parallel electrical circuit (Parallel Batteries), and connect the solar panels in place of the batteries in the diagram, and replace the light bulb in the diagram with your cellphone.
Be caseful NOT to connect them solar cells in series!
It would double your voltage to 9 volts, too much for your cellphone!
