Solar radiation either heats ozone or destroys it.

Ozone does not form a "solid" layer, but is diffused in essentially normal air (at low pressure) over about 50 km of altitude.

Solar radiation powering a solar sail kilometers in diameter may eventually take us to the stars, but it'll do nothing in an atmosphere.

Solar flares make more net ozone. Radiation makes more net ozone. But it is still just a diffuse gas.

If a watch is battery powered, there will be a cover that you take off to replace the battery. And it probably will say on it "Quartz" (since a quartz crystal is used for timekeeping).
