no to any useful degree.
certainly you could spread solar cells around the ground under windmills.
they don't block much sun, so that would work fine.
it'd be a good idea, providing the location is suitable for both.
but i'd not call it combining them.

you certainly would not want to put solar cells on the vanes of a windmill.
you want the blades to face the wine, and you want your solar cells to face the sun.
i can't even imagine that occurring together.

however, if you've seen a large wind farm, you know that there are service roads all over the place.
you want to make sure your solar cells don't interfere with servicing the turbines.
