The most effective is to keep the cell pointed at the sun with a tracker unit. You can also reflect additional light on to the cell (beaware of over heating).

We Answered:

Solar cells are made primarily of polysilica, which requires a great deal of expensive refinement, and our capacity to produce it is outweighed by the demand. This will be helped somewhat by the economy of scale as greater mass-production becomes available.

There's also the relationship between the complexity of the cells and their efficiency. The more effiecient the cells, the more precise and complex their design has to be, which makes for a more expensive manufacturing process. This will presumably get better over the years, as a result of large-scale production and research and development.
