Yes there are several torches on sale in Europe at least and the clockwork radios must be close cousins - I don't now how the wind up is converted to electricity but a battery intermediary would seem sensible.

This can be done and is done all of the time.

As long as the Current (Amps) output of your Charging Device (Solar Panel) is greater than the Amps required by your Load (Device being used) the battery will be able to use the rest of the supplied Amps to be charged.

The Voltage Rating of the Charging Device must be compatible with both the Battery and the Load. For instance, both must be rated at 12 Volts DC.
