Solder wires (stranded preferred) to the tabs first, then mount the panels. Plywood back with an outline frame of thin wood for the front would work fine, or you could just use RTV (silicone seal) to glue the panel to the plywood. For a neat job, chisel or route channels for the wires into the wood so the panels will sit flush.
