Since Venus and Mercury are so close to the Sun, having a solar return at the same time Venus or Mercury returns to its natal position is bound to happen several times during the life. Having a solar return at the same time as one of the other planes returns to its natal position is far less likely.

The idea is that the solar return shows when the promise of the nativity manifests. So those years when any planet returns to its natal position are indications that whatever the potential of that planet, it is likely to manifest that year.

Solar will cost more because you are basically paying the upfront cost of all the fuel you would otherwise be using.

An medium size town where I live is around 1200 people. Since it's going to be solar, it wouldn't work well with the temperature at -10' today.
