The top side of the cell has two more electrons than the bottom. When the sun light hits the top of the cell the energy is enough to knock an electron loose and move it to the bottom because of the polarity. The bottom will move it out to the power lines.

If it was made of a conductor then the electrons would equalize immediately. It would reach an equilibrium and not conduct electricity before any energy could be captured.

If you are talking about the application such as the one listed as the second source then the reason was to make sure the two plates would have a good conductor.
Pure H2O does not conduct electricity. The reason why people get shocked when electricity touches water is because the sources of water are not pure. Add a little salt and the water becomes an excellent conductor.
