You cannot recharge a fuel cell with electricity like you can a rechargeable battery. A non rechargeable "battery" is a configuration that includes the chemicals, but a fuel cell is a fuel cell even without its chemicals.

of course, you have to ignore what they leave behind, that someone else has to come clean up.

Really, hydrogen is an energy storage medium, much like a battery.
it does not occur naturally, it has to be made.

either you use lots of electricity to break water apart, and thus are responsible for all of the CO2 produced when that electricity was created,
or you make it by separating hydrogen from methane, and are responsible for the CO2 created in that process.

it helps no-one to look at only part of a cycle, and claim it's really good.
