This is a units problem. As with any problem in physics, state what you know and what you need to know and look for formulas that relate them: (C means cost, P means power, T means time.)
P = 0.2kW
C = 10,000£ (use £ after the number like a unit)
T = 200,000h
cost of kWh: Remember that "of each" means divide ("of" on its own would mean multiply, as in "the cost of the kilowatt hours"), so we're looking for:
£/kWh = PCT = 10,000£/(0.2*200,000*kWh)
= 1£/(0.2*20*kWh)
= 1£/(2*2*kWh)
= 1£/(4*kWh)
=0.25 £/kWh
=£0.25 for each kWh
