A comma after "workshops" makes the sentence a lot easier to understand. I am a native English speaker but I don't know the grammar rules that say when you are supposed to use a comma. Of course, grammar "rules" are supposed to DESCRIBE how language is written and spoken, not dictate how you write and speak.

I would personally put a comma after "workshops", not because of any dorky grammar rule, but because it makes the sentence more easily intelligible.

I find that sentence awkward, no matter where the punctuation is, because when I read "up to," I expect to see "from" earlier in the sentence. I don't know if a re-write is allowed, but I would say it in one of these ways:

''Photovoltaic hybrid systems can supply power for a range of applications from individual consumers, such as houses or workshops, up to MW-range mini-grids in which PV can be combined with wind, micro-hydro and other sources.''

or

''Photovoltaic hybrid systems can supply power for individual consumers, such as houses or workshops, or even MW-range mini-grids in which PV can be combined with wind, micro-hydro and other sources.''

or, to avoid confusing the reader with too many concepts in one sentence

''Photovoltaic hybrid systems combine solar with wind, micro-hydro and other sources. These hybrids can supply power for individual consumers, such as houses or workshops, or even MW-range mini-grids.''
