you can apply the credit to the year that you do the installation
it appears you have not already installed this energy and only if you can afford it in the future
there is no way you could amend your 2009 return, it hasn't been installed yet
and remember this is a credit, not a refund
so if you have no tax liability, there probably will be no effect at all
my daughter in law installed energy windows and since she has no tax liability, it has no effect at all

Liberals are all about "feeling" good about what you do rather than doing good. In that light, I have been walking to work for the last year. I'm saving up enough credits to buy Al Gore. I'm going to have him carry me to work!
