Solar panels & a wind turbine are very expensive...around £20,000 so it may be worth calculating how much it will save you over the life of your house before paying out all that money. I can't say how much it should go down, but it definitely should be different. Consider the weather. Has there been much sunlight? Have you changed your habits because of the panels? Maybe you are spending more because you have more?

If you can monitor your meter, watch it and see what you are doing. The company could be averaging your bill or guessing at it based upon previous history. Check your actual usage. If there is a problem, then either check your panels or the billing method as needed. Winter and bad weather will reduce the effectiveness of the panels. Less sunlight means less power.

it would be to impractical to use solar cells for your project, however most garden centers sell sidewalk lights that uses a solar cell to charge a battery and the lights come on when it gets dark. with a little ingenuity you could make it work, also theres the option of having mirror walls throughout the model and somehow aim direct sunlight into it.good luck.

From what I have read it sounds like $9/kW.
Remember you are not just having to install solar panels but inverters and batteries too.
